About Book:The present book edited by Dr. Rabindra Garada, is a significant contribution to the understanding of social development of the marginalized communities who have been lagging behind others in Independent India. Social development encompasses a wide range of changes, development and progress- socio-economic change, access to adequate food, shelter and universal education, right to safe social and physical environment, right to life, dignity and equality, moral development, etc. The issue of such social development is not new thing in India but until last decade onward it has been the most controversial one, often discussed and delivered by social scientists in general. It is also true that the changing conception of development from economics to social is significant and humane at present globalised world. Further, the core value of development i.e. self reliance, self respect and freedom as proposed by the development economists like A. Sen appears to be included in the strategy of inclusive development for the disadvantaged sections in the society. Recently the social development funding and programme in India appears to be structured and processed in this direction. Further, the government social development policies and programmes are increasingly set with certain visions and missions for the improvement of the excluded individuals, groups and communities in India. Beside this India with her increasing economic growth rate, has been spending more money on social infrastructure like health, education, road, electricity, etc for the development of people at the grass root level. But still a large chunk of population is devoid of such economic growth and development benefits. In this backdrop the dispensability thesis states that “certain states, communities and regions have become unacceptable burden on the world economy”, and since they are incapable and unwilling to mend their ways, they must be dispensed with, and left to fend for themselves (Kothari, 2003:18-19). But other segments- the votaries of democracy, secularism and welfare state are protesting it with people’s movements and civil societies in India (Garada, 2014; Lal, 2003). The decisive concern is looming large as how to make dispensable indispensable at present context in India. But it may not be possible because the backward indigenous peoples, tribal, lower castes, dalits, untouchables, other backward castes, religious and linguistic minorities and especially women and children among these social groups are socially marginalized, deprived, oppressed, depressed and exploited in the country. This results in their inadequate access to basic human rights – right to food, shelter, cloth, education and health and civil rights. But the fruits of progress must be held secured for certain backward people, communities and regions which are lagging behind in the country. The edited book has not only explored the causes and consequences of social development but also has brought appropriate strategies for a progressive social development of socially excluded groups/communities in the country. The selected review and research papers of high quality put together in a volume for this book are expected to draw attention for further research and policy formulation in the country. It will also educate and sensitize the researchers, readers, policy makers and development programme implementers regarding ongoing problems of marginalized communities in the process of inclusive development of India.
